Achmea decided to set up a Sourcing Competence Center, using the eSCM-CL model and external best practices, to leverage on its existing sourcing capabilities. In a three month project a sourcing "cookbook" was developed, serving the whole organization. Leon will share his experience and the benefits of this strategic initiative.

# 7.: "IT governance within public organizations."
In discussions with other CIOs of departments and implementing organizations, we regularly get questions about our 'IT Governance' experience. Nearly all organizations have outsourced the management and development of their IT (or a part thereof) and sometimes other services to external parties. The process of outsourcing in most cases involves several suppliers, which makes management even more complex. The issue now is how you can organize your internal department(s) so that the supply of these services remains controllable and reliable. The continuity of your primary processes stands or falls with the reliability of these external services. In practice, managing, setting up management systems and the internal and external steering seem to be very obstinate subjects. Mutual exchange of experience appears to be a good means for initiating ideas about design and improving the IT. During the round table meeting at the convention we will share experiences with each other and offer a platform for a discussion about IT Governance.

How you stay in control of your own Service Desk. A best practice about spending less effort in hiring the right specialists, coaching on the job, commitment and a high degree of flexibility. What can a guaranteed right degree of occupation, with quick up- and downscaling possibilities, mean for an organization as PostNL.

#13.: "The CIO challenge of managing sourcing in the cloud."
CIOs will need to understand the full implications of sourcing commoditized services from the cloud. Real benefits can only be achieved if the CIO gets the governance, architecture and service delivery right from the beginning.

Cloud computing is generally been seen as a specific form of outsourcing. Advantages: scalability, flexibility in costs and faster and easier access to applications and data. Also when it comes to managing information and documents the cloud is proving its usefulness.
The roundtable session ‘Cloud computing and information management' has, among other topics: availability, security and dealing with unstructured information on the agenda. Besides an inventory of the challenges and opportunities, the meeting also has a practical approach. It will look ahead to an extensive investigation into the theme, conducted by Ricoh.

Cloud is a valuable building block which will be part of any modern outsourcing agreement. The characteristic of cloud are: on-demand, fast delivery, standardization, resource pooling, elasticity and pay per use. An attractive delivery model but with a great challenge, namely the move of the appropriate workloads from a complex and diverse IT landscape towards a cloud environment, as well as the governance between the various delivery models.
